Open Cities is a relatively compatible mod, with key incompatibilities with certain large town overhauls and equiring a few extra patches, all of which can be turned into ESP-FEs (at least so far) and therefore don't count towards the plugin limit. That would be a direct edit to a city exterior, which thankfully most spawn related mods don't do. Seeing whiterun in its splendor from outside and not being able to enter it directly just breaks immersion. I can see how frustrating it might be as a mod creator to put all that effort in and then people seem to bitch and gripe and generally be unappreciative. I have none of those issues and I'm running a 3-4 year old computer with a GTX 970 and I don't have issues. There is an xEdit script made a while back that automated quite a bit of the work (used it once in an attempt to make a patch before finding that the patch was already made. Every once in a while I'll see an NPC hung on a navmesh, but they eventually teleport where they need to be. I'd rather not lose 5 or 10 frames and have to deal with the occasional hiccup if all I have to do is wait a few seconds at the gate. Less loading screens really makes a difference... also just feels better to seamlessly walk into a city. Now that I'm on SE and my loading screens are maybe three seconds I don't see the point.
